Heat oil in a medium saucepot.
Add onion, carrots, celery, Italian seasoning, kosher salt and pepper and cook until vegetables are tender crisp, about 7 minutes.
In a bowl combine evaporated milk and flour, stirring until smooth.
Stir the evaporated milk mixture and chicken broth into the pot and bring to a boil. Boil for 1 minute or until soup begins to thicken.
Reduce heat to low and stir in chicken.
Simmer until heated through and vegetables are tender, about 10 minutes.
Stir in parsley.
Yield: 6 cups/4 servings
