Heat the oil in a medium saucepot over medium-high heat.
Cook onion, chili powder, garlic powder, cumin and kosher salt until the onion is tender-crisp, stirring occasionally, about 5 minutes.
Stir in broth, hominy, Rotel tomatoes and tomato paste and bring to a boil.
Reduce to medium heat and simmer for 25 minutes, stirring occasionally.
