Spray a 10-ounce or larger microwave-safe mug with non-stick cooking spray.
Combine half and half, melted butter, egg yolk and vanilla in prepared mug until blended.
Add brown sugar, flour, cocoa powder and salt and stir until smooth.
Sprinkle with mini chocolate chips. Do not stir chips into batter! Chips will sink down into batter as cake "bakes".
Microwave 2 minutes or until cake is puffed and a toothpick inserted in center comes out with moist crumbs. If necessary, continue microwaving in 10-second intervals being sure not to over cook! Let stand 1 minute. Cake will sink down as it stands.
Drizzle with hot fudge sauce and top with whipped topping, cake sparkles and jumbo heart sprinkles.
